FY26 Notice of Funding

The FY 2026 Continuum of Care (CoC) Competition and Renewal or Replacement of Youth Homeless Demonstration Program Grants Notice of Funding Opportunity (NOFO) by US-Housing and Urban Development (HUD) is available. (July 22, 2026)

For Harrisburg and Dauphin County CoC PA501 the following are renewal and bonus amounts:

Key Notes Regarding the CoC Notice of Funding Opportunity (NOFO):

HUD has released the Notice of Funding Opportunity (NOFO) for FY 2026 CoC competition (attachment 1 and 2). This NOFO The first major change is that the Tier 1 is set at 60% of the CoC’s Annual Renewal Demand. The ARD is the amount of funding needed to renew all eligible grants from the previous year which means only 60% of that amount of our CoC’s funds are non-competitive. The remaining 40% is competitive funding (with other CoC’s). This is much higher than previous years when Tier 1 was typically 90% to 93% and Tier 2 made up the remaining 7% to 10%.

HUD Total Funds Available for this NOFO (Nationwide) - $4,040,000,000

Set Aside for New Projects (prioritizing Transitional Housing (TH) to fund and Supportive Services Only (SO)behavioral healthcare, job training, education, and case management) - $1.3 Billion

Set aside for Permanent Housing (PH) for Families with Children which includes Permanent Supportive Housing (PSH) and Rapid-Rehousing (RRH) - $430 Million

Set aside for DV projects which can be PH, TH or SSO project types - $104 Million

CoC Bonus Funds available for New Projects. The CoC Bonus allows CoCs to use up to 15 percent of their Final Pro Rata Need (FPRN) to create one or more new project applications with the following limitations:

The CoC Bonus amount for a for a CoC that is neither a Split CoC or a Merged CoC will be no less than $500,000 and no more than $5,000,000.
What this means – the pot of available bonus funds may differ because 15 percent of their Final Pro Rata Need (FPRN) for large CoC’s that would normally exceed $5,000,000, will be capped at no more than this amount for CoC Bonus funds and 15 percent of their Final Pro Rata Need (FPRN) for smaller CoC’s that would normally be less than $500,000 will receive at least $500,000 in CoC Bonus funds. This may factor into the amount of CoC Bonus available to CoC’s for new projects.
HUD has not come out with the Annual Renewal Demand Report (ARD) that includes the Final Pro-rata need at this time but based on CoC Bonus factors and prior FPRN amounts, the amount of funds New Project applicants may apply for is $700,000.

DV Bonus Funds available for New Projects - $250,000 (factoring in HUD set aside for DV projects)

2026 HUD and CoC PRIORITIES

For this NOFO, HUD is prioritizing Transitional and Supportive Services Only (emphasis on Street Outreach) projects and is not prioritizing Permanent Housing (Permanent Supportive Housing and Rapid-Rehousing projects). In order to keep most of our permanent supportive housing (PSH) and adhere to HUD priorities, our CoC is only accepting renewal projects for PSH. This year HUD is allowing Permanent Housing grants to transition to a Transitional project type so Rapid-Rehousing (RRH) providers may put in a renewal but it must be for a Transitional Housing project type – see sections on transitional grants in the attached NOFO and the PH-to-TH guidance attachment. Our CoC will be prioritizing new projects for Transitional Housing (TH) including Domestic Violence (DV) projects and Supportive Service Only (SSO) that have an emphasis on Street Outreach in alignment with HUD. The CoC will only accept new Rapid-Rehousing projects that serve families with children (including DV projects) and will not accept any new applications for Permanent Supportive Housing. The deadline to submit the CoC Consolidated application, Priority Listing application and project applications is 11:59 PM ET on 8/26/2026.

FY 2026 CoC Competition Timeline - Capital Area Coalition on Homelessness (CACH)

July 22, 2026- CACH publishes on website, listserv and social media the NOFO, timeline, criteria for ranking, and submission procedures for projects.
July 31, 2026- Renewals and new project applications due to CACH via email submission.
August 11, 2026- CACH notifies projects in writing if application(s) are accepted and ranked, rejected, or reduced on the CoC Priority Listing.
August 11, 2026- CACH posts publicly all parts of the CoC application and Priority Listing.
August 26, 2026- Final Submission to HUD FY 2025 CoC funding by CACH.

Process to Apply:

CACH is the "Collaborative Applicant" or the agency that submits a Consolidated CoC application for the Continuum of Care PA501 (City of Harrisburg and the County of Dauphin, Pennsylvania). New or renewal projects are submitted as part of that singular application. All applications are submitted via email to CACH Executive Director, Caitlin Cluck at executivedirector@cachpa.com. Applicants will also need to submit their application in E SNAPS AND have a valid UEI number and SAMS affiliation.

All agencies applying or renewing must be members in good standing of CACH.

CACH welcomes all NEW projects to submit for this competition including from agencies that have not submitted before as well as religious organizations.

All projects will be reviewed, scored and rank using the guidelines linked below.

CoC PA-501 Ranking Tool and Scoring Matrix

There are two tiers for all projects submitted:

Tier 1 is 60 percent of the CoC annual renewal demand (ARD).
Tier 2 is the difference between Tier 1 and the maximum amount of CoC Renewal (including DV renewal), CoC Reallocation, DV Bonus, DV Reallocation and CoC Bonus funds that a CoC applies for.

All projects, new or renewal, are ranked by CACH in Tier 1 through Tier 2 following their order. All projects will be evaluated by HUD for final determination of funding. Even if a project falls within Tier 1 locally, this does not guarantee an award by HUD will also be reviewing projects.
